County staff report November budget overages; state RFI pushes district timeline to 2027

County staff told the Dolores County Board of County Commissioners on Jan. 5 that the county’s November 2025 financial report shows overextended spending in protective services and county administration lines, but that the county’s fund balance and obligation accounts should cover the overages.
"We are overextended in this budget but not necessarily our overall balance," a county staff member said while reviewing the November financials and the checks prepared and circulated for the record. The staff member said the county’s allocation that comes in July helps manage seasonally high lines and offered to circulate workload numbers and a summary by email for commissioners who wanted more detail.
Staff also reported the county received a state request for information (RFI) regarding a district name and related materials. The staff member said they had not yet seen anything substantively new but that the timeline for the first phase of district implementation has been extended; staff mentioned possible target dates in July or December 2027. The staff member said directors will meet to parse the RFI and that county staff will reach out to the commissioners to discuss implementation and next steps.
Commissioners raised legal and logistical concerns about how counties would be responsible for work performed under the district plan while not necessarily controlling the staff who perform that work; staff acknowledged those concerns and said the points will require further review.
The staff member offered to send the full RFI or a summary to commissioners and to provide workload numbers by email; on the record the board took no formal action on the RFI at the meeting.
