Mayor Knickman, council approve raises, authorize housing task force and several construction payments

Mayor Jason Knickman called the city council to order at 7:11 p.m. on June 11, 2025 in the Council Chambers and confirmed Council members Bonsall, Schauer and Gunia were present; Wingrove and Murphy were absent.
The meeting opened with routine business. Council member Schauer moved and Council member Gunia seconded approval of the agenda; the council then unanimously approved the May 14 regular minutes and payment of bills.
The council approved several permits and licenses in a single motion. Building permits were granted for James Summerfield (deck), Robert Byrnes (shed) and Mike Schwery (decks). Cigarette permits were approved for Smitty’s, Dollar General and Ettleman’s Town & Country. Those motions were carried unanimously.
Jill Schaben from DCDC provided a projects update and thanked city workers for installing shade structures at the municipal pool. Paula Evans delivered the library report; the minutes record that the report was given but do not specify its contents.
During the public-input portion, Joette Cogdill asked the council to install a stop sign at 9th and Eagle. Meredith Van Houten, speaking on behalf of Sarah Malone, requested either a yield or stop sign at 9th and Eaton. The council moved both locations to next month’s agenda for further review.
Chief Miller presented the police report (details not specified in the minutes).
On personnel matters, the council approved a 4% raise for public works and police staff. The council also approved a pay increase to $20 per hour for Paula Evans and to $33 per hour for Meredith Van Houten. Those pay actions were approved by motion and recorded as unanimous.
The council voted to move forward with establishing a housing task force to address housing-related issues; the motion passed unanimously.
The council approved the statement of work and issued a notice to proceed for work at Pleasant View Park. It also approved pay requests 11 and 12 to King Construction and authorized Carley Construction to finish the intersections on Main Street. All construction-related motions were carried unanimously.
A motion to adjourn, moved by Council member Gunia and seconded by Council member Schauer, passed and the meeting adjourned at 8:13 p.m. These minutes will be considered for approval at the next regular council meeting.
