Dunlap City Council approves agenda, payments, permits and hires new officer; tables contractor pay request

The Dunlap City Council convened Feb. 12 at 7:00 p.m. in Council Chambers and approved the meeting agenda and payment of bills. Mayor Jason Knickman and councilmembers Bonsall, Gunia, Wingrove, Schauer and Murphy were recorded present.
On routine business the council approved a building permit for Jeff Lehan for a cement pad (motion by Gunia, second by Bonsall) and later approved the hiring of Seth Bielenberg as a police officer following a recommendation from Chief Miller (motion by Gunia, second by Bonsall). Council also granted right‑of‑way for the MidAmerican Fiber project (motion by Bonsall, second by Schauer).
The council tabled Pay Request #11 from King Construction until the city receives additional information and until repairs to a property that must be completed before final payment are finished. The record shows motions carried unanimously when votes were recorded.
Council discussed equipment needs for city operations, including a proposed T‑66 Bobcat skid loader priced at $78,688.59; members directed staff to seek bank loan rates and placed the purchase on next month’s agenda. Mayor Knickman also raised the issue of trees needing trimming along city streets; councilmembers discussed municipal infractions or assessing costs to property owners and placed that item on the March agenda for further consideration.
The meeting adjourned at 9:04 p.m.; minutes will be reviewed and approved at the next regular council meeting.
