Dike council adopts LOSAP to provide retirement-style awards for volunteer emergency personnel

The Dike City Council on Dec. 10 adopted Resolution #1210202501 creating a Length of Service Award Program, or LOSAP, for volunteer emergency medical care providers, volunteer firefighters and reserve peace officers.
Nate presented the program to council members at the meeting at the Dike Public Library, describing LOSAP as “a program to attract and retain volunteers by earning points for duty and training, which vest into financial benefits after three years of service.” Under the plan described to the council, Iowa’s matching program offers a 3-to-1 match on contributions up to $500 annually per qualifying volunteer; the city would act as fiscal agent and contribute $167 per volunteer to qualify for the state match.
The resolution specifies that Lincoln National Life Insurance Company will be retained as the program service provider and authorizes City Clerk Lindsay Nielsen to take steps necessary to implement the program in accordance with applicable law. The resolution cites Iowa Code section 100B.51 as enacted by 2025 Iowa Acts, House File 1002, and 26 U.S.C. section 457(e)(11).
Councilmember Camarata introduced the resolution; it passed on a roll-call vote with Camarata, Feaker, Mikkelsen, Kauten and Lynch voting aye and no nays recorded. The council’s adoption establishes a dedicated account for the LOSAP and delegates program administration steps to the clerk and the designated service provider.
Next steps identified at the meeting included coordinating plan administration with the fire and police chiefs and establishing implementing guidelines and a program account; the resolution directs staff to follow applicable state and federal requirements in setting up the account and plan documents.
