Dexter council approves tower bid specs, authorizes ordinance letter and agrees to cost-share on speed signs

Acting Mayor Casey Erwin called the Dexter City Council to order at 7:00 p.m. on March 2, 2026 at Dexter City Hall. Council members Tim Taylor and Diane O’Connor were present; Mayor Justin Forthun and council member Christian Padilla were absent.
The council unanimously approved a motion by Councilmember Diane O’Connor, seconded by Councilmember Tim Taylor, to accept the February minutes and financial statements and to pay the March bills as presented.
Council reviewed specifications for a tower reconstruction prepared by KLM Engineering. By motion of O’Connor, seconded by Taylor, the council approved the bid specifications with one change: removal of the submersible mixer from the alternate bid. The motion passed with all present voting yes.
O’Connor told the council she had received complaints regarding junk and trailer storage and that buildings had been moved onto a property at 133 North Main Street without permits. The council voted, on O’Connor’s motion and Taylor’s second, to authorize the city clerk to issue an ordinance violation letter to the property owner.
Clerk Natalie Carroll reported that the Mower County Highway Department had offered to cost-share two electronic speed limit signs for the city and that the county would provide installation and maintenance. The council approved Taylor’s motion, seconded by O’Connor, to accept the cost-share arrangement—approximately $2,000 per sign—with the county responsible for installation and upkeep.
The meeting concluded after the council unanimously approved a motion by Taylor, seconded by O’Connor, to adjourn. The minutes were signed by Clerk Natalie Carroll.
