Temporary gambling permits: The Council approved temporary gambling permit applications for Camp Odayin and Community Thread after City Attorney Richard Copeland confirmed each applicant provided proof of tax-exempt charitable status; Mayor McGill moved approval, and the Council voted unanimously to waive any waiting period.
Cannabis ordinance: The Council adopted a locally tailored cannabis ordinance (item presented by City Planner Nate Sparks) and authorized publication of an official summary in lieu of the full text. The motion to adopt, moved by Mayor McGill and seconded by Karen Quaday, passed unanimously.
Variance (13 Echo Street): After a Planning Commission public hearing and finding of practical difficulties under the zoning ordinance, the Council granted variances from setback requirements and allowed a Type III septic system for the Helgeson application; Council Member Karen Quaday moved approval, Melissa Peltier seconded, and the motion passed unanimously.
Tobacco licenses: City Clerk Joel Holstad will present license renewals to the city attorney for review. The Council directed the city attorney to review changing the ordinance to allow three-year renewals and to set a license fee (the current annual fee is $40). In the interim the Council approved annual licenses for the winery and two private golf clubs subject to legal review and payment of the applicable fee.
Claims and receipts: On motion by Mayor McGill and second by Karen Quaday, the Council unanimously approved the Claims and Receipts list for February 2025.
