Dellwood council approves engineering contract, fee ordinance and conservation agreement

At its Jan. 14 meeting the Dellwood City Council approved an amended engineering services contract with Bolton & Menk after the sale of Focus Engineering, adopted Ordinance No. 2025-01 updating plan and site review fees, and renewed a three-year Conservation District agreement (year-one cost: $960).
The Dellwood City Council on Jan. 14 approved an amended engineering services contract, adopted a fee-schedule ordinance and renewed a three-year conservation agreement as part of routine business at its regular meeting at city offices.
City Engineer Cara Geheren told the council that her firm, Focus Engineering, had been sold to Bolton & Menk and that she would continue to serve as Dellwoods City Engineer. The council voted unanimously to accept and approve an amendment to the professional engineering consultant contract with Bolton & Menk, Inc., subject to review by City Attorney Richard Copeland. The motion was made by Mayor Mike McGill and seconded by Council member Brady Ramsay.
City Planner Nate Sparks presented Ordinance No. 2025-01, an amendment to the city fee schedule under Section 36.11(G) affecting plan and site plan review fees. The council unanimously adopted the ordinance on a motion by Council member Karen Quaday, seconded by Ramsay.
The council also approved renewal of the Washington County Conservation District agreement (part of the East Metro Water Education program) to run Jan. 1, 2025 through Dec. 31, 2027. Cara Geheren is listed as the city contact for the agreement and City Clerk Joel Holstad as Dellwoods representative to the EMWREP steering committee. The agreement costs Dellwood $960 in year one with a 4% COLA adjustment in years two and three; the council resolved unanimously to approve the agreement on a motion by Quaday, seconded by McGill.
Other routine actions at the meeting included approval of the December 2024 minutes and the Claims & Receipts List for December 2024 (motions by Brady Ramsay, seconded by Karen Quaday and Mike McGill as noted in the minutes). The agenda was approved with the deletion of agenda Item #7 (discussion of proposed liquor licensing ordinance amendments) and two itemsproposed septic ordinance amendments and discussion of Highway 244 issueswere tabled to the February meeting at the request of the city attorney and for full-council discussion.
The meeting opened at 5:30 PM and was adjourned at 6:12 PM. City Attorney Richard Copeland administered the Oath of Office to newly elected Council member Karen Quaday and to the recently reelected Mayor Mike McGill earlier in the session.
