Dexter council approves sidewalk permit and equipment purchase; authorizes bids to remove seven dead ash trees and issues shut‑off notices

The Dexter City Council convened its regular meeting at 7:00 p.m. on July 7. Mayor Justin Forthun and council members Casey Erwin, Tim Taylor, Diane O'Connor and Christian Padilla were present; Natalie Carroll served as clerk.
Southland Superintendent and high school principal Scott Hall updated the council on school programs, sports, enrollment and a new career development class; he also briefed members on staffing and financial matters. Council thanked Hall for the update.
Residents Justin and Lisa Bushaw asked for a permit to install a sidewalk at 237 Pleasant Street. Council member Casey Erwin moved to approve the permit; Christian Padilla seconded. The motion passed unanimously.
Clerk Natalie Carroll presented two bids to replace the ultrasonic meter at the flow monitoring station. Tim Taylor moved and Diane O'Connor seconded awarding the work to the low bidder, Calibrations and Controls; the motion passed unanimously.
Diane O'Connor moved and Casey Erwin seconded a motion to approve the July bills and to accept the June financial statements and minutes as presented; the motion passed unanimously.
Council discussed several dead ash trees in the city right‑of‑way. Christian Padilla moved and Diane O'Connor seconded authorizing Mayor Forthun to solicit bids to remove seven dead ash trees and to award the work to the lowest bidder; the motion passed unanimously. The city reported it has contacted property owners about trees located on private property.
The council reviewed delinquent water accounts and authorized shut‑off notices for Krista Decook, Nick Naatz, Oscar Rainville, Zebidiah Tamez and Bryant Westrom. Diane O'Connor moved and Casey Erwin seconded the motion; the motion passed unanimously.
Clerk Natalie Carroll said she will be absent for the August 4 meeting. Christian Padilla moved and Diane O'Connor seconded changing the August meeting date to August 11 at 7:00 p.m.; the motion passed unanimously.
The council later returned to discuss the water tower renovation (introduced at the special meeting) and emphasized financing as the primary outstanding issue; no vote on the tower contract was taken during the regular meeting. Council adjourned following routine business.
