Dellwood council certifies election results, approves permit and preserves statutory tort limits

At the Nov. 12 meeting the council unanimously approved the 2024 election canvass, resolved not to waive statutory tort damages limits, approved a temporary gambling permit for June 23, 2025, and approved October claims and receipts. City Attorney Copeland reported issues with a proposed county JPA on emergency alerts.
The Dellwood City Council unanimously accepted the canvass of votes from the 2024 general election after City Clerk Joel Holstad presented the returns. The council also unanimously passed a resolution stating the City does not waive the statutory upper liability limits applicable to tort claims.
On the consent agenda the council unanimously approved the minutes of its Oct. 8 meeting with a clarification limiting discussion of a potential ROW turnback of State Highway 244 to the segment between Tamarack Street and Dwinnell Avenue. The council also unanimously approved the October claims and receipts as submitted.
The council approved a temporary gambling (raffle) permit for the Children's Health Care Foundation to hold a raffle at the White Bear Yacht Club on June 23, 2025. City Attorney Richard Copeland told the council he reviewed the submitted materials and found the application in order; he said the applicant qualifies as a tax-exempt nonprofit under the Internal Revenue Code and that the council may approve the application with no waiting period.
On an item brought by Washington County, a proposed Joint Powers Agreement for an emergency alert system was discussed. City Attorney Copeland said the draft imposes obligations the City finds too onerous; he has written to the county (letter dated Oct. 4) and received no response to follow-up emails. Copeland said he will continue efforts to obtain agreeable JPA language and, if there is no response by the December meeting, he will likely recommend that Dellwood decline to sign the agreement.
The meeting adjourned at 7:01 PM following a unanimous motion by Greg Boosalis and a second by Brady Ramsay.
