Deephaven establishes public parks and public/institutional zoning districts

The Deephaven City Council unanimously approved the creation of two new zoning districts on Monday, establishing a Public Parks (P) district and a Public & Institutional (PI) district.
City Planner Pat Smith told the council the change will allow planned rezones this fall for Calvary Church and St. Therese Church, with City Hall park rezoning slated for early winter and the remainder of parks to follow. Smith said the Planning Commission is also revising the building and site plan review process so that any addition or new building in those districts would require a public hearing and review by the Planning Commission and the City Council.
Councilmember Tom Erdmann moved to waive the second reading and establish the two new districts; Councilmember Emily Scherschligt seconded the motion. The motion carried 5-0.
Council members framed the change as a procedural and zoning-code update to provide clearer review pathways for public and institutional properties under consistent district rules. The council did not approve specific rezones at this meeting; those will come forward as separate items under the new district framework.
