Dawson council clears Phase 2 payments, keeps Widseth on project while approving duplex design services

The Dawson City Council on Dec. 17 approved several actions to close out Phase 2 of a street and sewer project and to advance a duplex housing project. The council voted to authorize pay estimate #22 for Ryan Contracting to release remaining retainage and to accept a Certificate of Completion and accompanying punch list from Widseth. Councilman JT Schacherer moved to approve the pay estimate; Councilman Jeff Olson seconded. The motion passed with five yes votes from Charlie Prestholdt, Jeff Olson, Vince Adelman, Jake Bothun and JT Schacherer (Councilman Hansen absent).
At a committee update, contractor representative Mike Holaseck told the committee he agreed to pay $10,000 toward hauling damage on Memorial Place and will return in spring to regrade the gravel crown on Spruce Street, which was used as a truck route. Payment of retainage was contingent on submission of photos documenting a missed service line at Locust & 11th.
City Engineer Jeff Kuhn told the council that relining two manholes is a cost outside the original contract and that he is obtaining quotes; he said the relining work would likely be eligible for PFA funding. Kuhn also reported remaining items such as a bored-through sewer line at Lincoln Place and replacement of bridge sidewalk panels and pedestrian ramps in spring (county expense).
On engineering oversight, Councilman Vince Adelman moved that Widseth continue working on the remainder of Phase 2 and the duplex project while the city solicits another engineering firm to handle water and wastewater improvements; Councilman Jeff Olson seconded. The motion passed with four yes votes; Councilman Charlie Prestholdt abstained and Councilman Hansen was absent. The council separately approved an agreement with Partnership Design, LLC for design services for the Dawson duplex housing development. The council packet noted the design cost is covered by a deferred loan.
Councilman Charlie Prestholdt also presented three items for future committee consideration — paving all city streets that serve houses, exploring a lagoon option for wastewater, and possible annexation of Spruce Street, N. 4th and Johnson Street — and the council voted to refer those items to committee.
Why it matters: the actions move a multi-block public-works project toward formal closeout, address localized road damage tied to construction, and advance city-supported housing development. The council discussed funding options for remaining infrastructure work and the potential for PFA eligibility for manhole relining. Follow-up items include staff obtaining quotes for relining and committee meetings to consider paving, lagoon feasibility and annexation.
