Dover council approves Shack Bar special-event permit with restricted serving, music hours

The Dover City Council approved a special-event permit July 24 allowing the Shack Bar to host an outside band on Aug. 1, 2024, while imposing limits on alcohol service and amplified outdoor music.
Applicant Jody Wiza told the council she is closing the Shack Bar location in Altura and wanted to move the band she had scheduled there to Dover. Wiza requested permission to serve alcohol and to allow amplified outdoor music until 10:00 p.m.; she also said the Altura liquor license ends July 31 and that she was not sure whether she would keep that license open.
Council members raised noise and ordinance-compliance concerns, noting the requested hours were “two plus hours” later than the local ordinance allows. Members discussed a compromise limiting alcohol sales to 9:45 p.m. while permitting the outside band to stop at 10:00 p.m.
Member Eric Tyler moved to approve the permit with the conditions that alcohol service stop at 9:45 p.m. (no further sales after 9:45 p.m.) and that the outside band cease at 10:00 p.m.; Member Jodi Nicklay seconded. The motion carried; minutes record the motion as approved but do not provide a roll-call tally.
The special meeting was called to order by Mayor Dave Iseminger at 8:00 p.m. and adjourned at 8:17 p.m. Minutes were recorded by Council Member Chelsie Kiekbusch.
