MPCA ends Eagle Lake’s MS4 permit; city staff recommend keeping stormwater program

The Minnesota Pollution Control Agency (MPCA) notified the City of Eagle Lake that the city’s coverage under the General Stormwater Permit for Small Municipal Separate Storm Sewer Systems (MS4) has been terminated. City Administrator Jennifer Bromeland told the council the MPCA previously offered the city the option to petition a re-evaluation of its designation, but the termination letter has been issued.
Bromeland said significant staff and consultant time has been devoted to establishing and implementing an MS4 program in Eagle Lake and recommended the city continue the stormwater-management practices already in place to ensure responsible oversight despite the permit termination. She emphasized continuity of current practices will help protect local stormwater infrastructure and water quality while the city evaluates next steps.
The city did not announce any immediate policy change or vote at the meeting on Jan. 5. Bromeland’s comments indicate administrative continuity; any formal regulatory or programmatic change would require follow-up steps by the council or staff.
