Board approves Trailblazer CO2 pipeline right-of-way permits and storm-shelter funding; Mears Group haul agreement fails

SALINE COUNTY, Neb. — Highway and road matters accounted for several of the more consequential votes at the Saline County Board of Commissioners’ March 31 meeting: the board approved a set of right-of-way permits for a CO2 pipeline project, agreed to partial county funding for storm shelters for the roads department and rejected a proposed road-haul agreement with Mears Group, Inc.

Highway Superintendent Filipi updated commissioners on current projects including culvert replacement and a bridge out on the county line. The board unanimously approved a request to occupy right-of-way for property owner John Terpsma.

Commissioner Ray Rohrig moved, and Commissioner Phil Hardenburger seconded, approval of 26 requests to occupy right-of-way permits submitted by Trailblazer CO2 Pipeline Company, LLC. The motion passed with a roll-call; some commissioners recorded opposing votes on individual items but the overall motion was recorded as carried.

The board also approved purchase of storm shelters for the Roads Department under a cost-share arrangement: Saline County will pay $10,000 and the Roads Department will pay the remaining cost. Commissioner Karpisek voted against that motion; the motion nevertheless passed.

A separate motion to approve a Road Haul Agreement with Mears Group, Inc. failed. The roll-call showed Commissioners Rohrig and Krivohlavek voting in favor and Commissioners Pribyl, Hardenburger and Karpisek opposing, producing a failed outcome.

After completing highway business, the board approved the claims list (with one UNL Extension computer claim excluded) and adjourned.
