Dover council approves Snow Seekers grading changes, sets $300 fee for special meetings and OKs billing software

The Dover City Council on Aug. 1 approved changes to a grading plan for a Snow Seekers property on the east end of town, voted to charge $300 for requests to hold special council meetings, and authorized purchase of a Banyon water/sewer billing module, among other routine business at City Hall.
Council Member Chelsie Kiekbusch moved and Council Member Eric Tyler seconded approval of revisions to the Snow Seekers grading plan, which reorients a proposed structure so it sits at an angle away from County Road 142. Council members were told the revised layout will require more fill but that the volume would remain under 1,000 cubic yards — below the threshold that would trigger a conditional-use permit — and members said the adjustment could improve drainage away from the city.
Clerk/Treasurer Gary Pedersen proposed assessing the cost of special meetings to the requester after noting the city pays about $50 per council member to attend an extra meeting. The council voted, on a motion by Kiekbusch and a second by Jodi Nicklay, to charge $300 to cover the city’s extra meeting costs.
Mayor Dave Iseminger said city engineer Geoff Griffin (consulting as a hydrologist) reviewed 7th Street SW and recommended adding riprap along the culvert’s south slope and installing a J-hook on the east bank of the channel to help water make the corner and head west; the mayor said he will seek quotes for that work.
On old business, Council Member Jaime Putzier moved and Council Member Eric Tyler seconded purchase of a Banyon billing module and associated support for water and sewer billing, to be used with Docusend for postcards and emails; the motion carried.
The council also approved the meeting agenda, minutes for July 1 and July 24, the monthly financial statements and payment of bills in separate motions. Clerk/Treasurer Gary Pedersen told the council he expects to retire within the next year and asked members to begin planning for a replacement. Other announcements included an Aug. 7 organized garbage collection meeting and an ATV fundraiser planned by Jackie Bedtke to support city ballparks. Mayor Iseminger noted future work needed at the Henry ball fields and said Mickey Badker will step down as community center cleaner.
The council adjourned at 8:47 PM.
