Deephaven — City staff presented a draft Special Event Policy during a May 18 workshop and asked Council for feedback on when permits should be required for park gatherings. Council generally agreed that simple resident gatherings — for example, birthday parties — should be allowed in city parks without a special event permit so long as they involve fewer than 20 vehicles and have no other special impacts.
Staff said they would revise the policy language to preserve neighbors’ ability to use parks for informal gatherings and return with an updated draft for further discussion. At the 7 p.m. council meeting the governing body approved its consent agenda, which included the approvals of multiple one-time events: Friedrichs birthday party; Tonka Online year-end party; Cub Scout end-of-year celebration; Macgregor birthday party; and a wedding at the Fire Station.
No public debate or objection to the policy guidance or the listed consent events is recorded in the minutes. The policy revision remains pending and will return to the council for additional consideration.
