Emily submits preliminary bridge plan for Roosevelt Drive; council discusses possible 2026 road resurfacing partnership with county

City Engineer Alex Voit reported on Oct. 14 that the City of Emily submitted a preliminary bridge plan to the Minnesota Department of Transportation for the Roosevelt Drive bridge replacement over Crooked Creek. The submission included hydraulics and geotechnical reports; Voit said staff plan to notify the adjacent landowner about locating the replacement bridge to the east of the current structure and that a meeting is planned with the city attorney, Road Committee members and the adjacent landowner during final design.
Voit also discussed partnering with Crow Wing County on a 2026 road resurfacing project. He said the county needs notification of candidate roads by Nov. 30, 2025; the city engineer must perform design and inspection; and the city would require a cost‑sharing agreement if the partnership proceeds. The capital improvement plan includes $200,000 for a 2026 road improvement project. Voit will work with the maintenance supervisor to identify candidate streets and prepare an engineering proposal for the November council meeting. The resurfacing partnership item was tabled to the November meeting.
