The Southampton Township Land Development Board on May 7 approved site improvements to PSE&G’s existing substation at 515 New Road, including vehicle surfacing within the substation footprint, equipment upgrades, six new electric vehicle (EV) charging stations, underground utilities, and a replacement perimeter fence.
PSE&G was represented by attorney Erica Parlavecchio and by witnesses Joseph Graf (project manager), Nicholas Gaspar (professional engineer), and Brian McPeak (professional planner), each accepted as an expert. Board planner Mr. VanBernum and board engineer Ms. Long reviewed ERI’s May 4, 2026 memorandum and the applicants’ exhibits (A-1 overall aerial and A-2 colored landscape plan).
Counsel asked the board to clarify whether the proposed work constituted a permitted use under the township ordinance or required conditional-use approval. After review, the board determined that the ordinance recognizes the application as a permitted use, not a conditional use. The applicant also requested a variance for not meeting the ordinance’s minimum lot area requirement of 25 acres; the board granted that variance.
The motion to approve the minor site plan was moved and seconded as recorded in the minutes; the vote carried with all present members voting aye. The application was closed without public comment.
