The City of Emily on Dec. 10 adopted Interim Ordinance 25-02, imposing a one-year moratorium on the use of steel storage containers as buildings, storage sheds, or dwellings and directing the Planning Commission to study and recommend permanent regulations.
Patrick Rheaume, chair of the Planning Commission, told the council the Land Use Ordinance Subcommittee is already working on a permanent ordinance, a progressive fee schedule for after-the-fact permits and a site visit policy for commissioners; the subcommittee aims to have a draft ready for council review by spring 2026. Mayor Tracy Jones moved adoption of the interim ordinance and the council approved it by roll-call vote.
Why it matters
The moratorium pauses conversion and use of steel storage containers citywide while staff and the Planning Commission consider zoning, nuisance and safety implications and draft specific code language. The interim ordinance will remain in effect for one year from adoption unless the council repeals it or adopts a permanent ordinance sooner.
