Ely City planning commission moves to clarify permits for multi-day events and temporary uses

At its April 16 meeting, the Ely City Planning and Zoning Commission discussed proposed changes to the city’s interim use permit and event licensing process aimed at consistent treatment of multi-day events. Planning and Zoning Administrator Kochendorfer said the goal is a fair, uniform process that distinguishes shorter events from longer or zoning-variant uses.
Kochendorfer said the city would use an IUP for events lasting longer than four consecutive days and an Event License for events of four days or less. He said the IUP is intended for situations that vary from the zoning code or that create street obstructions. Commissioner Prioreschi asked how the IUP would apply to private-property events such as graduation parties; Kochendorfer said private gatherings that do not seek variances or obstruct streets would not typically require an IUP.
The administrator noted the city is considering expanding the IUP process to cover additional temporary uses, including temporary RV usage on residential lots and limited building requirement variances, and said staff will continue drafting ordinance language. Kochendorfer told the commission he will return with proposed ordinance updates for further review.
The commission took no formal vote on changes to the permitting framework at the meeting; the item remains under staff review and will appear again on a future agenda.
