Early council adopts Resolution 25-01 setting 2025 salaries, approves new employee stipends

On Jan. 7, 2025, the Early City Council adopted Resolution 25-01 to set salaries for appointed officers and employees for the 2025 calendar year and backdate pay to Jan. 1, 2025.
The resolution was offered by Councilor Becky Blackman and seconded by Councilor Brandon Scadden; the roll-call vote recorded ayes from Scadden, Blackman and Tim Langner and listed Christine Madden and Brian Pickhinke as absent. Mayor William Cougill declared the resolution adopted.
Separately, the council approved personnel benefit adjustments. Councilor Blackman moved and Councilor Scadden seconded a motion to increase the maximum monthly stipend for secondary coverage to $100 and to provide a $1,000 medical stipend to all full-time city employees; the motion passed by roll-call vote with the same three councilors voting aye and two members absent.
The council also voted to keep the Fire Chief’s pay at the same level for 2025. That motion, made by Councilor Tim Langner and seconded by Councilor Brandon Scadden, passed with Scadden, Blackman and Langner recorded as ayes.
