The Crosslake Park, Recreation, and Library Commission on Feb. 25 discussed cost estimates and procurement options for Phase 2 of the city's Park Master Plan, focusing on an ice rink and warming house and a proposed relocation of the softball field.
Kevin Bartolic, a representative of Hy‑Tec Construction who joined the meeting by Zoom, told commissioners Hy‑Tec can act as general contractor, coordinate subcontractors and produce budget pricing in low/medium/high tiers to help the city and potential donors choose features. Bartolic described the Gordian pricing process as a step that would provide pre‑established line‑item contract pricing once the project scope is fixed; until then Hy‑Tec will use its own estimates to produce budget ranges.
Peter Graves urged the commission and staff to break down costs by specific features — for example a warming house/concession area, outdoor fireplace and discrete rink components — so donors could sponsor individual elements. Jackson (Mayor Jackson Purfeerst) and staff agreed on a 2026 goal to research options and develop cost estimates, with implementation targeted for 2027–28.
Commissioners asked that Bolton & Menk and a civil engineer be involved to produce firm design specifications, particularly for relocating the softball field and for concrete rink details. The commission recorded an approximate existing bid of $200,000 for Phase 2A, the softball field relocation, and directed staff to pursue park dedication funds, grants and donor support as part of a financial plan that would use a city commitment as seed money.
Bartolic told the commission Hy‑Tec could provide pricing estimates about 2–3 weeks after the final scope and required information are provided. Commissioners discussed using the Gordian process to convert budget estimates into contract pricing while allowing changes during design and construction.
Next steps: staff will refine scope details, engage engineers for specifications, and return with low/medium/high cost estimates within the next 2–3 months to inform a Council decision about seed funding and grant‑seeking.
