Commission reviews Hoogland Park design, narrows play-equipment bid options as estimate falls to about $1.4 million

The Zeeland Cemetery-Parks Commission heard updated Hoogland Park design plans on Jan. 15 and directed staff to pursue two play-equipment bid alternatives while advancing the project toward construction.
Assistant City Manager and Finance Director Kevin Plockmeyer presented the latest plans, including play structures proposed by Sinclair (Game Time) and a second option similar to designs previously received from Matt Lawton of Play & Park. Staff recommended releasing two bid options so the city can compare Sinclair structures with Play & Park structures; staff noted both options have comparable ADA accessibility features.
A resident had raised concerns about park lighting; Plockmeyer told the commission that the lighting photometrics on the plans "do not show any light bleeding onto the street or nearby residential properties." The consultant MC Smith recommended against bucket-breaker style equipment for Hoogland Park because that equipment typically requires a concrete or asphalt base, which is not planned for this site.
Commissioners also questioned the vibrancy of the proposed safety-surface colors in relation to the equipment; Plockmeyer said he would pass color feedback to MC Smith and the contractor. The staff-reported project estimate has declined from about $1.7 million to approximately $1.4 million. Plockmeyer said a 90% design meeting with MC Smith is scheduled for Feb. 10, staff aims to issue the bid package in early March, and construction could begin in April or May pending the bidding and contracting process.
The commission did not take a formal vote on the Hoogland Park design at this meeting; staff will return with revised materials and bid documents as the design is finalized.
