Pearland council postpones decision on Mayor Quinton Wilts’s regional appointments after packed public comments

Dozens of residents packed Pearland’s council chamber on June 22 to press the City Council to appoint Mayor Quinton Wilts to a slate of regional posts, including seats on the Houston‑Galveston Area Council (HGAC) board of directors and the Transportation Policy Council (TPC).

Speakers during a lengthy public‑comment period told the council that mayors historically represented Pearland at regional tables and that the city’s newly elected mayor should have the same access. Adrienne Bale, a Pearland resident, asked the council to “appoint Mayor Quinton Wilts to fill the unexpired terms” on HGAC and the TPC, saying the city needs executive‑level representation at regional discussions about transportation and infrastructure. Mercedes Sanchez, speaking on behalf of Harris County Commissioner Adrian Garcia, read a letter supporting the mayor’s appointments.

Councilmembers and staff spent more than two hours reviewing HGAC bylaws and the city’s prior choices for those seats. Staff explained that the HGAC general‑assembly roster includes two representative slots and two alternates; when a primary seat is vacated an alternate normally moves into the primary spot and that process determines subsequent vacancies. Former Mayor Kevin Cole described how previous councils handled appointments and said the bylaws require appointed board members to be elected officials.

Council debate focused on precedent and process as much as on the mayor’s qualifications. Several council members said the council must follow established procedures and ensure the city’s alternates correctly step into any vacated seats. Others emphasized the public show of support for the mayor and urged action now rather than waiting until the usual October appointment cycle.

After deliberation, Councilmember Patel moved to postpone any appointments to the second council meeting in October so the council could follow its customary schedule and ensure proper alternates and primaries were identified. The motion passed 6–0.

The council also directed staff to circulate invitations and to work with HGAC staff on timing; staff said they would archive the meeting materials and compile public questions submitted during the forum. The item will return to the council calendar in October, when council members said they will take up the appointments under the body’s normal annual schedule.
