Council approves two ordinance readings; EMS district formation remains tabled

Ordinance #3-16-2026A, which would direct property tax increment for parcels in the Spring Meadow Heights Urban Renewal Area (Phase 4) into a special fund for payment of indebtedness tied to the project, had no public or staff communications since its second reading. Councilmember Rose moved and Councilmember Engel seconded to approve the ordinance’s third and final reading; the roll call vote was unanimous among members present. Councilmember Andresen was absent.
Ordinance #4-6-2026A, an amendment to Chapter 166.03 covering the city’s two-mile extraterritorial jurisdiction, had no comments since its first reading. Councilmember Engel moved and Councilmember Tuerler seconded to approve the ordinance’s second reading; roll call was unanimous among those present, Andresen absent.
Separately, the council left Resolution #3-16-2026A (the Engineer’s Report and formation of the Mount Vernon EMS District) tabled as it had been on March 16, 2026; staff noted a motion to remove from the table would be required before discussion could resume.
The ordinances move their respective measures forward per council procedure; the EMS district item remains paused pending future action to remove it from the table.
