The council then opened the hearing for ordinance 28-38, which proposes to expand permitted uses in commercial and light-industrial districts — including arts and vocational schools, gyms, health studios — and to add definitions and standards for animal shelters, daycare and boarding (requirements for inside pens, setbacks from residential zoning, and waste-disposal standards). Larson said the planning commission had reviewed the proposal and recommended approval; staff recommended first reading of both ordinances.
