Council approves $15,000 trial safety appropriation for July 4 parade

Council member Martineau (speaker S4) presented a request developed with Enumclaw Police Department, chamber event staff and public-works staff, explaining that parade attendance is expected to rise for the national 250th celebration and that EPD staffing is already at capacity. Martineau proposed up to $30,000 to fund barriers and staffing for two parades; administration and others identified logistics and business impacts of deploying long runs of rented barricades.
After discussion of rental versus purchase, deployment timing around other events, and downtown parking impacts, Council member Lefler (speaker S3) moved to amend the original request to an up-to-$15,000 appropriation for the July 4 parade on a trial basis, with administration, EPD and the chamber to determine exact measures. The amendment passed by voice vote. The council then voted on the amended motion; the transcript records the motion as passing 5–1.
Staff said initial quotes for aluminum barricades ran about $16,000 but that government pricing could reduce that amount; the administration recommended renting for this trial and then evaluating whether to purchase equipment for future events. The council instructed staff to work with the chamber and public-safety partners to finalize logistics and to report back after the trial.
