Shelby City Council approves routine organizational items, awards $14,962 tile-work contract

At its Jan. 3, 2023 meeting the Shelby City Council approved its agenda and consent items, adopted Resolution 1-23 (Iowa DOT Street Finance Report), awarded a $14,962 bid for tile work at City Farm, appointed Clint Fichter as city attorney, designated the Harlan paper as the official newspaper and set a Jan. 17 budget study session.
The Shelby City Council on Jan. 3, 2023 approved a slate of routine organizational and consent items, awarded a $14,962 contract for tile work at the City Farm and appointed a new city attorney.
Council member Pat Honeywell moved to approve the meeting agenda; Council member Karen Schlueter seconded and the motion carried on a roll-call vote with all present council members voting yes. The council also approved the consent agenda, which included minutes from Dec. 6 and Dec. 20, payment of bills, the treasurer’s report and a liquor license for The Meeting Place.
Deputy Bill McDaniel of the Shelby-area sheriff’s office gave a brief public-safety update, saying the department "has been busy, but nothing in particular to report for Shelby." The council then adopted Resolution 1-23, approving the Iowa DOT Street Finance Report, on a unanimous vote after a motion from Honeywell and a second from Schlueter.
On the contracts and appointments front, the council approved a bid from Goettsch Excavating to perform tile work at the City Farm for $14,962.00; the motion was made by Honeywell and seconded by Council member Chris Evans and passed unanimously. Council member Karen Schlueter moved and Jackie Hursey seconded a motion to appoint Clint Fichter as City Attorney; that motion also passed on an all-ayes roll call.
The council designated the Harlan paper as Shelby’s official newspaper for legal notices, approved that James Kaiser with Heartland Properties continue to list the city’s Industrial Park, and adopted the 2023 committee list. As part of the committee action, the council appointed Council member Chris Evans as Mayor Pro‑tem. All of those actions passed by unanimous roll call votes.
Council members set a budget study session for Jan. 17, 2023, at 7 p.m. The meeting adjourned at 8:33 p.m.
