Licensing board approves transfers, one-day permits and renewals covering multiple Lynn eateries and venues

The licensing board voted to approve a package of routine and requested license changes, including one-day liquor permits for community events, manager and ownership transfers for local restaurants, and an entertainment-license amendment.
The board approved one-day liquor licenses listed by staff for Cultura Latina Dance Academy, Yadi's and Events, Senter Boy's, the Lynn Music Foundation event series at 25 Exchange Street, and a Ganas Foundation fundraiser. A one-day license for a Haitian Association mixer at the Vault (25 Exchange St.) on May 9 also received board approval.
The board approved a change of manager and corporate stock for Blue Ox Corporation at 191 Oxford Street and ratified the appointment of Virginia Tran Barry as manager. A separate transfer of a wine-and-malt on-premise license to the Gastronome on Broad Street was introduced by an attorney and approved; Attorney Vitali said Anna Factorovich has worked at the business for several years, had Small Business Administration backing and would receive operational support during the transition, and asked the board to act favorably. "Anna is certainly well suited ... to become the owner and manager because she's worked there for several years and she's active in that community," Vitali said.
The board also approved a transfer of an all-alcohol restaurant license for P and M Grill, 70 Market Street, to Manuel Hernandez. Attorney Kelly introduced Hernandez during the item; Hernandez told the board he has held licensing in Revere and is TIPS-certified, and said he has managed the Revere operation since it opened in 2018.
Land of a Thousand Hills received a limited amendment to its entertainment license to permit live bands or DJs on Mondays until 8 p.m., changing the venue's prior authorization that covered only radio and TV music.
Board members processed routine common-victualer renewals for several businesses and approved lodging-house renewals for 2026, including items for H&M Realty Trust (33 High St.). During the renewals discussion the board asked staff to verify application instructions and whether late fees should be assessed for establishments operating without renewed licenses.
All motions reported in the transcript were moved, seconded and approved by voice vote. The meeting adjourned after the listed items were completed.
