Chairman Nelsen called the meeting to order at 6:00 p.m. Committee member Mudge moved to approve the agenda, and Councilman Miller seconded; the motion passed by unanimous roll call.
Committee discussion focused on three substantive changes proposed for the personnel policy. Committee members supported adding a computer-usage policy and employee agreement for anyone with access to city-owned computers. Members discussed a provision that employees would not receive additional cash compensation in lieu of participating in the city insurance plan and a proposal that paid time off (PTO) be paid out only in extenuating circumstances and only with City Council approval.
Clerk Kaster addressed the committee on the personnel policy’s retirement language, stating the IPERS section must be updated to comply with new IPERS regulations that apply to eligible employees. Kaster said existing resolutions approved since the current policy was adopted will be incorporated into the consolidated draft.
As a next step, Clerk Kaster will prepare a draft of all proposed changes in coordination with Ahlers & Cooney and return the draft to the HR Committee; the committee will then forward the package to Earlham City Council for final adoption prior to July 1. The brief meeting ended with a motion by Mudge and second by Miller to adjourn; the meeting was adjourned at 6:55 p.m.
