City Attorney to begin update of animal protection ordinance; public hearing required

City Attorney Dave Jennett told the council Sept. 9 that the city should update its animal protection and control ordinance so Sac County sheriff deputies have uniform guidance across municipalities.
Jennett said the goal is to conform Early's ordinance with other city ordinances so officers know the ramifications under Early's code and so enforcement is consistent when animals move between jurisdictions. He recommended the attorney prepare an amended ordinance and that the council hold a public hearing before adoption.
Councilperson Pickhinke moved to start the ordinance update process and Councilperson Scadden seconded; the motion carried by voice vote. Jennett said after the public hearing the council could adopt the ordinance to replace the existing provision.
Councilors did not yet review specific draft language at the Sept. 9 meeting; the attorney will draft language and set a public‑hearing date. The council directed staff to proceed with the next procedural steps rather than taking immediate legislative action at that session.
