Shelby council approves $1.7 million in construction bids, sets March 7 hearing and tables housing application

The Shelby City Council on Feb. 21 approved two construction contracts totaling approximately $1.7 million, scheduled a March 7 public hearing on the projects, adopted a training-pay policy for city employees and tabled a housing application pending further review.
Councilmember Pat Honeywell moved and Councilmember Karen Schlueter seconded approval of a $444,344.88 bid from Precision Concrete for the town's trail expansion; roll call was unanimous. The council also approved a $1,263,671.30 bid from LeRoy & Sons for the Shelby Residential subdivision, subject to a review of the contractor's references, on a motion by Honeywell and second by Schlueter. The council then set a public hearing on both the trail expansion and the subdivision for March 7, 2023 (motion by Honeywell, second by Rick Kiesel).
On other business the council tabled a housing application from Monica Fichter for 305 Des Moines St so members can review the application materials and verify who will reside at the property. That motion was made by Honeywell and seconded by Schlueter.
The council also approved a personnel-related motion to pay for training "within reason," including fire and emergency medical services training, for all city employees. Recent EMT and FF1 training will be recorded either as overtime or as comprehensive time at the employee's choice; future training will be recorded under comprehensive time. The training-pay motion passed on a vote of all ayes.
Councilmembers approved a partial payment of $15,000 toward a $30,017.10 invoice from Century Asphalt, keeping the remainder as retainage until repairs to prior street work are complete (motion by Honeywell, second by Rick Kiesel; vote: all ayes). The council also approved placing a cluster mailbox at 600 Davenport St pending U.S. Postal Service approval (motion by Honeywell, second by Schlueter; vote: all ayes).
The meeting convened with Mayor Ron Kroll and councilmembers Chris Evans, Rick Kiesel, Pat Honeywell and Karen Schlueter present; Jackie Hursey was absent. The meeting adjourned at 10:30 p.m.
