Franklin County Legislature approves payments for prior-year invoices and routine contracts

The Franklin County Legislature on March 19 approved multiple resolutions that authorize payment of prior-year invoices, adopt an updated policy, and permit a contract for senior picnic supplies.
The body authorized payment of a 2025 invoice to Stefan Dufresne, Esq. for $4,517.24 (Resolution No. 67) and a 2025 invoice to Systems East, Inc. for $4,678.00 (Resolution No. 70), both to be paid from 2026 funds. The Legislature also approved payment of several broadband-related invoices (Resolution No. 72) totaling several tens of thousands across MIP I and MIP III contractors, and later authorized payment to Plattsburgh Dental Plaza $36,754.80 for dental services billed between 2022 and 2025 (Resolution No. 73). Each payment resolution was adopted unanimously.
Separately, the Legislature adopted a revised Fixed Asset Policy (Resolution No. 71) as presented by the County Treasurer, and authorized the County Manager and the Director of the Office for the Aging, subject to County Attorney review, to enter into a contract with Luke Arnold/A&A Party Tents and Bounce House LLC for tents, tables and chairs for the Senior Picnic at the Bombay Pavilion (Resolution No. 74). Motions were routine and votes unanimous among members present.
The minutes do not state final vendor contracts or procurement timelines beyond authorization; finance staff were directed to process payments and the County Attorney will review the senior picnic contract as required.
