RMC moves toward bylaw timing change, updates mutual‑aid agreement and readies local liaison drills

Maggie briefed members on a package of organizational updates: the annual public works mutual aid agreement is nearly complete pending paperwork from one town, and staff plan to circulate the finalized resource list and designated officials by June 30.

She presented a first reading of a proposed bylaws amendment to shift the RMC’s governance period from the federal fiscal year (Oct. 1–Sept. 30) to the state fiscal year (July 1–June 30). The shift would shorten some terms during a transition year, consolidate membership renewal with the local emergency management plan update, and reduce duplicate paperwork. Maggie said the chair and vice chair had reviewed the concept and that formal amendment language would be circulated ahead of a future vote.

Maggie also described updates to the committee’s annual report to Vermont Emergency Management (filed June 1), including corrected contact lists and an updated inventory count for the regional ambulance service, which the report lists as eight ambulances.

On emergency operations readiness, Maggie reminded members about the local liaison procedure — RPC staff phone outreach to towns during a damage‑reporting activation — and said she is preparing retraining materials for newer planners who will take on outreach roles during an activation. She said a Vermont Emergency Management drill could occur within months and urged members to expect calls and to check their local contact lists.

Procedural votes: early in the meeting members approved the March 18 minutes and the meeting agenda by voice vote; the committee then continued with reports and discussion without further formal action.
