Board adopts 2026-27 budget, LCAP and dozens of consent items including contract approvals

At its June 23 meeting, the Palm Springs Unified School District board approved a large consent and action agenda that culminated in final adoption of the 2026-27 fiscal year budget and several governance items.
Tony Carillo, director of fiscal services, presented the OE-5 monitoring report describing the district's financial planning assumptions: multi-year comparisons, assumed COLA of 4.31% for planning, projected ADA/LCFF revenue assumptions, projected reserves exceeding minimum requirements in 2026-27 and 2027-28, and budgeted increases for board professional development associated with trustee onboarding. The superintendent certified compliance with OE-5 based on that evidence.
Following the fiscal presentation the board considered and approved numerous consent items and resolutions (motions moved, seconded and recorded as passed). Key approvals included amendment agreements for assistant superintendent employment contracts; certificated and classified personnel transactions; approval to process ACH and wire transfers for FY 2026-27; approval of school plans for student achievement (SPSAs); the consolidated application (CARS) spring release; new middle-school course approval for Cielo Vista Charter (a financial-literacy course at the middle-school level); Prop 28 Arts & Music annual reports; district and charter LCAP approvals; and final adoption of the 2026-27 budget.
The record shows motions were moved and seconded and the chair called "All in favor? I" resulting in recorded approvals for each listed item. The board also authorized routine procurement and finance delegations and adopted multiple resolutions necessary for fiscal operations (tax levy for CFD, order of election, budget revisions, Education Protection Account spending determinations, year-end adjustments and other housekeeping measures).
Outcome: The district's FY 2026-27 budget and related governance measures were adopted and will be posted with official board minutes. Administration said budget detail and approved contract documents will be available through regular procurement and financial reporting channels.
