The Oneida County Board of Supervisors voted June 16 to amend the 2026 budget to accept an NG9‑1‑1 GIS grant from the Wisconsin Department of Military Affairs and to establish a related capital project.
Land Information Director Sara Chiamulera told the board the grant will fund software and hardware upgrades supporting county GIS and public‑safety systems, and will fund a higher-resolution aerial-imagery effort (3‑inch) planned for 2027, including development of building outlines derived from the imagery. Chiamulera reported the total project cost is $668,344.50, to be funded with $401,993.48 reimbursed by the state, $57,122 from Land Information continuing appropriations for aerial photography, and a one‑time general‑fund transfer of $209,229.02.
The resolution authorizes the finance director to establish new capital accounts and to make the one‑time general fund transfer required to meet the 5% local match. Supervisor Billy Fried and the executive committee presented the resolution. The board approved the supplemental appropriation by roll call (19 Aye; 1 Absent).
According to the minutes, the upgrades are intended to improve data quality and emergency‑response mapping reliability. The grant award was not included in the adopted 2026 budget, which is why the county approved the supplemental appropriation.
Next steps: county finance staff will set up project accounts and implement the transfer; Land Information staff will proceed with procurement and project scheduling consistent with grant terms.
