Board approves $1.227 million purchase order to Val Verde County for Del Rio Middle School parking lot

The San Felipe‑Del Rio CISD Board of Trustees unanimously approved a purchase order of up to $1,227,531.40 to Val Verde County for construction of a parking lot behind Del Rio Middle School and approved committing an additional $122,531.40 from the 2025–26 general fund balance to cover a material‑cost increase.

Gilbert Sanchez summarized the MOU with Val Verde County (originally approved May 19, 2023), under which the district agreed to purchase and supply materials while the county would construct the parking lot. Sanchez said the district previously committed $1,200,000 and had expensed $95,000 for engineering, leaving a balance of $1,105,000. The county’s recent materials list totals $1,227,531.40, prompting administration to request an additional commitment of $122,531.40 from carried fund balance.

Trustees asked whether the quoted material prices are locked and whether switching from asphalt to concrete affected costs. A trustee with construction experience noted concrete pricing fluctuates with fuel and materials; administration replied the vendor provided updated material numbers last week and the district pays for materials at the time they are used.

Administration recommended approval of a purchase order not to exceed $1,227,531.40 from Fund 199 (committed general funds) for the parking lot; the motion passed unanimously. Gilbert Sanchez said the county planned to start pouring concrete within weeks and aimed to complete the upper parking closest to the stadium before the middle‑school football season.

Next steps: administration will issue the purchase order and cut the check to Val Verde County to begin procurement and construction as scheduled.
