Holmen School District adds state-mandated misconduct rules, e-bike limits and phone restrictions to 2026–27 handbooks

The Holmen School District on June 22 told the school board it will add language to the 2026–27 student handbooks to comply with several recently enacted state acts and to clarify local rules for e-bikes and phone use.
A principal standing in for middle school leadership summarized required additions driven by Act 57 (same-day parent notification by 5:00 p.m. when staff suspect sexual misconduct), Act 88 (definitions and prohibitions on grooming by employees and volunteers), and Act 89 (standards for employee/volunteer communications and required training and discipline). The principal said these sections are now in all three handbooks and that violations may lead to discipline up to termination.
High school changes outlined by Mr. Jordan include a new e-bike section — specifying how students may be on campus with e-bikes and where they must store them during the school day — and revised honor-roll designations: high honor roll raised to a 3.5 GPA or above and honor roll set at 3.0. "We changed high honor roll now 3.5 or above and honor roll is 3.0 so that aligns with our current practice," Mr. Jordan said.
Mr. Jordan also said changes required by Act 42 on personal communication devices will appear in the high school handbook: phones must be powered off except during breakfast and lunch and may not be used during class or during passing time.
An elementary representative said the district integrated 4K into elementary schools and updated fee language for consistency; the elementary handbooks now also explicitly state that video and audio recording can occur on transportation, a practice already reflected in district policy.
Board members were given the handbooks and told the updates will appear on the July 13 consent agenda for formal approval.
