The Plymouth Common Council on June 22 introduced Ordinance 2026-2263, which would amend the Department of Aviation fee schedule to raise tenant charges, in some cases by more than double, to discourage aircraft being kept at airport facilities as low-cost storage.
A representative of the board of aviation said the change is intended to give the city more leverage in addressing derelict aircraft that occupy hangars or tie-downs but are not actively flown. "We have been trying to give a little bit more teeth to our tenant lease agreement to try and make it easier to get rid of aircraft that are derelict," the representative said, explaining the fee increases are part of that approach.
Council moved the ordinance on first reading; no vote on final adoption occurred. The item will return for a subsequent reading where council will consider testimony, staff analysis and possible amendments.
Next steps: staff will circulate ordinance language and supporting material ahead of the next meeting where the council will consider second reading and a public comment period.
