Plymouth council approves $70,000 in supplemental appropriations, hires owner's representative for public safety project

The Plymouth Common Council on June 22 approved two supplemental appropriations totaling $70,000 to support the city's public safety project and a Marshall County safe-housing initiative. The resolution passed on a roll call vote, 5-1, with one member absent.
The money includes $45,000 budgeted to bring in Veritus Group as an owner's representative to assist the city during the procurement and selection phase for the new fire/police facility and $25,000 from the city's opioid settlement funds for Marshall County safe housing. David Rainey of Veritus attended the meeting and was introduced to council members as the vendor the city plans to work with during the RFQ stage.
City staff said an owner's representative will provide technical and procurement expertise as the administration prepares a request for qualifications and selects a design/build or construction team for the public safety building. "We're at the phase now where we're putting together an RFQ to hire a bid team, and we feel like at this point in time it's best to bring in an owner's rep with the expertise to help us through that process," the administration explained.
Council moved to approve Resolution 2026-1206 after the public hearing and recorded the vote as follows: Paul yes; Ecker yes; Crack yes; Laurer no; Milner absent; Mara yes; Star yes. The motion carried 5-1 with one absence.
Officials said the appropriation for safe housing uses unrestricted opioid settlement funds previously approved by the council and that no additional appropriation had been made at the time the Marshall County program was approved on March 12, 2026. The council closed the public hearing on the appropriations before voting.
Next steps: staff will proceed with the RFQ for the public safety project and coordinate contract terms and scope with Veritus. The appropriation for safe housing will be made available to the Marshall County program as previously authorized by the council.
