The board debated whether many of the policy’s granular details belonged in regulations rather than in board policy. Mr. George (speaker 6) and others said the statute requires adoption of the CABE model policy, which limits local drafting options; several members said they would prefer to keep the policy statement concise and place operational details into regulations drafted over the summer.
Doctor Hammond (speaker 4) reiterated concerns about legislative mandates and implementation timelines, noting the July 1 statutory deadline for some policies. After discussion Chairwoman Coke called the question and announced that Resolution 41 passed.
