Jasper council approves festival date, mural and street closures, SRO reimbursement and routine city items

The Jasper City Council approved a slate of routine permits and maintenance actions at its meeting, including temporary street closures for mural repairs, a park rental for a pickleball tournament and a city-square festival, a one-day closure for a sewer repair, acceptance of a donated roof replacement, and authorization to begin recruitment for a permitting and building specialist.
Kate presented requests related to public-art maintenance, saying artist Tory Eckerling will perform touch-ups to the Visionary and Astra alleys during the week of July 3–7 and that the crosswalk mural at 4th & Mill and 4th & Jackson will be done one half at a time in mid to late July because a clear UV coating requires a 72-hour cure. The council approved temporary half-street closures for the crosswalk repairs with conditions on barricades, street-sweeper cleaning and coordination to avoid the Strassenfest dates.
Jessica, representing DC MultiSport, asked to rent Bonner Park for a pickleball tournament on Sept. 26–27; the council approved the request and asked staff to ensure signage alerts the public in advance. Ed from the wastewater/street department requested permission to close the intersection of 13th and Leopold for two full days to complete sewer work and said Leopold would be worked on during the day and plated at night for two weeks; the board approved the closure and asked staff to post signage and use the city app for notification.
David King told the board he planned a Family Fall Festival on the city square for Sunday, Sept. 20; board members approved the date and use of the square contingent on obtaining required state festival permits and vendor inspections for any food vendors or stage work.
Police Chief reported two personnel items: permission to attend the Indiana Association of Chiefs of Police Summer Conference (July 20–22) at a total cost of $763 to be charged to the training budget, and a report that a local roofing contractor unexpectedly completed and donated replacement of a detached garage roof the police department had planned to pay for. The council voted to accept the donation; the donation’s value was discussed at about $11,000 in the meeting record.
The council also approved the SRO (school resource officer) reimbursement agreement with the Greater Jasper Consolidated School Corporation. City staff reported the school corporation’s grants will reimburse the city a total of $191,231.89 this year for two SRO positions; the school corporation will take the item up at its July meeting.
Finally, the board authorized the mayor and city to open the hiring process (internally first) for the permitting and building specialist position and briefly discussed possible future ordinances addressing e‑bikes and other micromobility devices.
Most actions were approved by voice vote. Where follow-up was required—accounting transfers for project closeouts or final details for festival logistics—staff were directed to return with the necessary paperwork at the July council meeting.
