Sharon selectmen set special town meeting, approve appointments and refunds, deny vacation pay request

The Sharon Board of Selectmen on March 24 set a Special Town Meeting for Thursday, April 16, 2026 at 6:00 PM and handled several routine town matters including committee appointments and tax refunds, while declining a request for unused vacation pay after executive session.
Meeting business: The board's Special Town Meeting agenda will include adoption of the Northwest Resource Recovery Authority (NRRA) ordinance; LoCIP allocations ( $20,000 for the Town Plan of Conservation & Development, $49,999 for topcoat work on Boland Road, and $49,999 for topcoat on West Woods Road #1); approval of audited financial statements for the year ended June 30, 2025; and approval of the 10-Year Capital Projects Plan and its financing, pending Board of Finance approval. The board set the meeting by unanimous vote.
Appointments and refunds: Mr. Brett moved and Ms. Kearcher seconded re-appointments: Thomas Bartram as the SSRRA voting alternate (term to Jan. 1, 2027) and four Long Range Planning Committee members—David Moore, Tracey Abut, Robert Lindgren, and Richard Baumann—with terms to March 26, 2029; the motion carried unanimously. The Tax Collector's three motor vehicle refund requests (ACAR Leasing LTD $172.65; Linda Palmer $63.67; Multi Service Inc. $57.24) were approved by unanimous vote.
Executive session and vacation pay: The board entered executive session to discuss a letter from Matthew Andrulis Mette about pay for unused vacation. After returning, Mr. Brett moved to grant one week of vacation pay; the minutes record a vote "in favor – 0; opposes – 3 (Flanagan, Kearcher and Brett)," and the motion failed because the town does not have a payment policy for unused vacation pay for full-time salaried employees except as provided by union contract.
Other items: First Selectman Flanagan said Tri-State Public Communications has exercised a two-year lease renewal option and provided subtenant insurance certificates and the security deposit; the board acknowledged receipt. Flanagan also reported that the State Department of Transportation intends to prohibit parking along part of West Main Street and that property and business owners were hand-delivered notices and have one week to respond. The board noted community events including Sharon Center School's performances of Music Man Jr. and an art exhibit by the Housatonic Camera Club. Mr. Brett said the first edition of a local newsletter, the "Sharon Sentinel," is planned for June and could seek funding; Ms. Kearcher reported Representative Horn said House Bill 5525 on rapid response for Hydrilla currently lacks funding.
