The authorization, moved by Chairwoman Rivera and seconded by Amy Cohen, permits the district to negotiate terms but requires that any contract be brought back to the full School Committee for approval before execution. Kirk Downing told the committee the authorization would allow the district’s legal and finance teams to review detailed contract terms and noted the School Building Committee will receive a draft for review. "That does not bind us to anything. It just authorizes me to begin those discussions," Downing said.
The superintendent said the School Building Committee is scheduled to meet April 16 and that a target schedule calls for a contract draft to be prepared by April 9 so the building committee and the School Committee can review it before final action. Committee members were told the district aims to have a contract in place by late spring to meet implementation timelines.
Several members framed the vote as procedural: the authorization enables negotiation and legal review rather than committing the district to the vendor. Chairwoman Rivera led the roll-call vote; committee members voted yes across the board. "That's unanimous. Good luck Kirk with that endeavor," one member said after the vote.
The committee did not discuss commercial terms, costs, or energy production estimates during the March 25 meeting; members were directed to the School Building Committee and forthcoming contract materials for technical and financial details. The School Building Committee will host more detailed briefings and the School Committee expects to take formal action on a posted agenda once staff and legal counsel complete the contract review.
What’s next: the district plans to circulate the draft contract to committee members and the School Building Committee for review, with the full School Committee expected to consider approval at a future posted meeting.
