Massachusetts Gaming Commission approves minutes and adds Nov. 6 agenda items, schedules meetings through Feb. 11

The Massachusetts Gaming Commission on Oct. 29 approved minutes from its Oct. 15 agenda-setting meeting and set its meeting calendar through Feb. 11, including a durable suitability hearing on that date.
Secretary Broer moved that the commission approve the Oct. 15, 2025 agenda-setting meeting minutes, saying the minutes were included in the commissioners' packet and the motion was made “subject to any corrections for typos or other non-material matters.” The motion was seconded and passed with four votes in favor and one abstention.
The commission reviewed scheduled meetings through mid-February and asked commissioners and staff to flag any conflicts. Commissioners and staff then discussed additions to the Nov. 6 meeting: Wilbraham and Longmeadow submitted requests to repurpose Community Mitigation Fund (CMF) dollars, and a late request arrived from Attleborough; Chief Delaney said those requests will be prepared for the Nov. 6 packet.
Director Monahan requested adding a short waiver request from RSM to the Nov. 6 agenda and said materials will be circulated when available. Director Vander Lindon and interim general counsel recommended moving operator-specific portions of the AI workgroup update into executive session to protect proprietary information; commissioners agreed to keep the introductory and concluding portions in public and hold operator-specific sections in executive session. Commissioners also agreed to present the UNLV report before the AI workgroup update.
Director Tracy told the commission that an exhibition boxing match scheduled for mid-November between Jake Paul and Jervant Davis raises a rules-change question for operators and asked whether the commission would want to allow wagering on that event, saying the item would be brought forward for discussion.
Other calendar items confirmed for November and December included BET MGM house rules and a petition to offer a tournament contest or pool, a leave-for-renewal waiver request, and standard legislative updates (which some commissioners asked to remove from specific agendas). Commissioners noted several matters listed as “under review,” with Skinner and O'Brien flagging an ongoing focus on illegal markets and staff asked to help advance several under-review items.
A motion to adjourn passed unanimously, and the commission closed the virtual agenda-setting meeting.
