Personnel Committee Chair Stacy Stoner reported that Chief Fiscal Officer Deborah Morgan has been pursuing health insurance options for village employees. Morgan told the committee she used Formfire to submit employee information; United Healthcare "will not quote an employee healthcare package for the village, as we are considered too high of a risk," and one other company provided a quote that was not competitive. Morgan said she is waiting to hear back from two additional companies; the Personnel Committee plans to meet again once more information arrives.
Stoner said the committee also discussed an emergency contact policy for the employee handbook.
Separately, Jung-Han Chen read a list of pending legislation at the start of the meeting that included Ordinance 34-24, "an ordinance to authorize an increase in the current pay rate by three percent (3%) for all employees of the Village of Hebron," which was at first reading. Police Committee Chair Andrea Chapman said the police levy failed and told council it will need to determine next steps for public safety funding.
No final personnel decisions or pay ordinance votes were taken at the combined committee meeting; staff will return with additional insurance quotes and the pending ordinances remain at their listed reading stages.
