WestCOG unanimously approves routine minutes, annual dues, LOTCIP adjustments and TIP amendments

At the Nov. 20, 2025 meeting in Ridgefield, the Western Connecticut Council of Governments approved October meeting minutes, annual dues, LOTCIP adjustments and amendments to the FY25–FY28 Transportation Improvement Program; one MPO minutes vote included a single abstention.
The Western Connecticut Council of Governments (WestCOG) met on Nov. 20, 2025, in Ridgefield and by Zoom and approved a slate of routine administrative and program items, including meeting minutes, annual dues, LOTCIP adjustments and Transportation Improvement Program (TIP) amendments.
On a motion by Bethel First Selectman Dan Carter, seconded by Brookfield First Selectman Steve Dunn, the minutes from October 2025 were approved unanimously. WestCOG Executive Director Francis Pickering provided an update on annual dues; members approved the dues on a motion by Dan Carter, seconded by Jon Zagrodzky. WestCOG Senior Program Director Kevin Mahoney presented LOTCIP adjustments; the adjustments were approved on a motion by New Milford Mayor Pete Bass and seconded by Dan Carter.
The Housatonic Valley MPO (HVMPO) and the South Western Region MPO (SWRMPO) also acted on minutes and TIP amendments. HVMPO October minutes were approved following a motion by Steve Dunn and a second from Newtown First Selectman Jeff Capeci; New Fairfield First Selectman Pat Del Monaco recorded an abstention on that motion. SWRMPO minutes were approved on a motion by New Canaan First Selectman Dionna Carlson seconded by Darien First Selectman Jon Zagrodzky.
WestCOG Associate Planner Amal Malik reviewed proposed amendments to the FY25–FY28 Transportation Improvement Program. The SWRMPO approved amendments for Greenwich (#0056-0326) and Norwalk (#0102-0380) on a motion by Dionna Carlson and seconded by Jon Zagrodzky. The HVMPO approved Ridgefield amendments (HVMPO - #0117-0163) on a motion by Pat Del Monaco and seconded by Pete Bass. The minutes record these TIP amendments as unanimously approved.
No votes recorded in these interim minutes included detailed roll-call tallies beyond the abstention noted for the HVMPO minutes. The meeting adjourned at 1:49 p.m.; the next WestCOG meeting is scheduled for Dec. 18, 2025.
