Cabell County Commission approves appointments, hires and budget revisions; holds executive session on litigation

The Cabell County Commission met Feb. 17, 2021, and unanimously approved an array of routine agenda items, including the appointment of Bob Bailey to the Tri‑State Transit Authority board, several personnel hires, multiple budget revisions and an executive session on pending litigation that resulted in no action.
The meeting was called to order at 10:03 a.m. by Commission President Jim Morgan. Commissioners Nancy Cartmill (via phone) and Kelli Sobonya voted to approve the day’s agenda and the Jan. 14, 2021 meeting minutes. Commissioners then approved a series of routine items including erroneous assessments, land consolidations, split tickets and probate office documentation.
On appointments and personnel actions, the commission appointed Bob Bailey to the Tri‑State Transit Authority board after discussion about county representation. Commissioner Kelli Sobonya said she thought county representation on the TTA board was important but asked that the record state the county would have no representation on the board; Commissioner Nancy Cartmill moved to appoint Bailey, and the motion passed unanimously.
The commission approved several hires requested by the Cabell County Prosecutor’s office and other county departments. It approved Ashley Brewer as a full‑time legal secretary at an annual salary of $30,000; Donna Donathan as a part‑time victim advocate at $21.88 per hour with no benefits; Anthony Dale Johnson as a full‑time critical care paramedic at an annual salary of $49,848; and Pierce Akers as a full‑time home confinement officer at an annual salary of $32,500. All hires were approved by unanimous vote.
Financial and administrative items approved by the commission included Purchase Orders #21‑101790 through #21‑102039 and monthly payments to Fifth Third Bank for county fuel cards (previously approved in a Feb. 12 special meeting); a resolution related to the pledging of temporary letters of credit by JPMORGAN CHASE BANK, N.A.; a $5,000 stipend expenditure for the Cabell County Planning Commission; the CCERC special funds budget revision #2; and County Budget Revision #5. The commission also recorded the Pea Ridge Public Service District meeting minutes and related financial reports. The Dog Fund report for January 2021 ($29.90) was placed on record.
President Morgan moved to approve the Cabell County Airport Authority insurance renewals (aviation general liability and public officials/employment practices). The conditional renewal was approved unanimously.
The commission entered an executive session to discuss pending litigation; the record shows the session ended at 11:17 a.m. and no action was taken following the session. In closing, President Morgan thanked Gordon Merry and first responders, including EMS crews, for their assistance during a recent ice storm.
The commission did not take any controversial votes during the meeting; most items were routine, approved unanimously and required no follow‑up action specified on the record.
