Manassas Park council adopts FY2027 budget with 2¢ property tax cut and 3% COLA

Manassas Park — The Manassas Park City Council on June 16 approved the fiscal year 2027 budget package, including a two-cent reduction in the real-estate tax rate per $100 of assessed value, a 3% cost-of-living adjustment for city employees and specific capital and staffing items.
Deputy City Manager Josh McNeel summarized the package as consistent with previously discussed drafts, noting that enterprise funds were not raised in the current budget and that the package includes renovation of the splash pad, three additional FTEs and an internship program with local schools. He said the budget leaves an unassigned fund balance to provide flexibility depending on how water-rate work progresses.
Council members praised staff work but several voiced concern about approving the budget while the water and sewer rate study showed potential large, future increases. "I'm a little concerned that we're approving it with no increases to water today and then in a couple months we're looking at a huge increase to our water," one council member said during debate.
The council moved and adopted the budget ordinance and then approved the related tax-and-fee ordinance that enacts the two-cent real-estate tax reduction. Additional companion resolutions — including appropriation of motor fuels tax funds to PRTC and budget appropriations between the city and schools — were approved during the same meeting.
