The Richland County Executive & Finance Standing Committee reviewed a packet on mandatory and non‑mandatory county services and discussed priorities for the upcoming budget cycle.
Members were told the packet lists nine services as non‑mandated, including ambulance services, animal control, economic development, the fair, 911 outlay, parks, Southwest Wisconsin Regional Planning Commission participation, Simons, and UW Extension. Committee members noted the list likely needs updating and said some items (for example, Pine Valley) were missing from the packet.
Several members cautioned that many programs are interwoven with state or grant funding (mental health block grants, substance abuse block grants, reimbursements) and that removing services without careful analysis could create service gaps and higher costs. One member urged department heads and experts be consulted before any decisions, saying uninformed cuts "could create crises that would actually cost more than if we had programs in place." Another suggested operational savings such as reducing the number of staff sent to conferences to lower travel and lodging costs.
The chair said the committee is gathering the information now because membership is new and the group wants the information needed to set priorities for the budget. Members asked staff to clarify funding breakdowns (county levy versus external grants) and to update the packet before the next meeting.
Next steps: staff will update the mandatory/non‑mandatory services packet, provide clearer breakdowns of funding sources and program dependencies, and present priority guidance ahead of the first preliminary budget review on Aug. 11.
